Network Integration Exercise 14.2
Interoperable Voice Software Client
The United States Army Contracting Command - Warren, Michigan (ACC-WRN) plans to issue a Request for Proposal (RFP), W56HZV-13-R-0179, seeking participants to provide its system solution and non-personal engineering field service support for the Network Integration Evaluation (NIE) 14.2 cycle exercise. The Government plans to negotiate and award one Firm-Fixed Price contract for Interoperable Voice Software Client, with option provisions for: software for current or future NIE, Field Service Representative (FSR) support for current or future NIE, software licenses for production, and software maintenance.
NIE is a series of semi-annual evaluations that test specific capability gaps or improve current capabilities that have been identified as necessary to progress the Army's tactical network. Participation in NIE 14.2 involves integrating and maintaining the solution offered, training of soldiers, various communication exercises and de-installation/recovery of contractor-provided assets.
The Government has posted draft solicitation documentation, including a draft of Sections C (Statement of Work), L (Instructions, Conditions, and Notices to Offerors), and M (Evaluation Factors for Award), as well as a draft of the Software Specification to the ACC-WRN Procurement Network (PROCNET) webpage at: http://contracting.tacom.army.mil/research/niecycle/niecycle.htm.
