About this opportunity

The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is seeking an integrated Edge Compute Device (ECD) to consolidate multiple components of the Nett Warrior program, which currently provides dismounted leaders with enhanced situational awareness and command and control capabilities. The primary objective is to replace the existing separate chest mount, power/data hub, and tactical radio with a single, integrated system powered by the existing Conformable Wearable Battery while significantly reducing overall size, weight, and power (SWaP) requirements. Key requirements include on-board computing capabilities, 5G connectivity, support for multiple Army MANET waveforms with performance matching current tactical radios, and a detachable protective case for the End User Device that interfaces directly with the new mount. Evaluation criteria focus on companies' experience developing and manufacturing similar military systems, their technology's capability to support multiple RF transport modalities, their software development approach for device provisioning and third-party application integration, and their estimated timeline for prototype delivery. Responses to this Request for Information (RFI) are due by March 24, 2026, with the notice having been posted on February 25, 2026.

This is a pre-solicitation notice with no set-aside designation applicable to this opportunity. The government has not identified any incumbent contractors or specified an award value or budget range in the solicitation materials. Respondents should provide non-binding rough order of magnitude (ROM) cost estimates for development of a production-ready prototype, along with their estimated timeline to deliver initial prototypes for government testing following contract award and requirement finalization. The capabilities and validation mapping matrix provided by the government establishes specific technical performance thresholds, including a total system weight requirement of less than 64 ounces with the End User Device. This RFI represents an early market research effort to gauge industry capabilities and inform the government's approach to the formal solicitation that will follow, allowing the program office to assess technological feasibility and refine requirements based on vendor feedback.

Notice text

The Nett Warrior program provides dismounted leaders with enhanced situational awareness and command and control through a smartphone-based End User Device (EUD). While effective, the current system is comprised of numerous individual components, including a chest mount, power/data hub, tactical radio, and extensive cabling.

To improve efficiency and reduce the warfighter's burden, the program office is seeking a single, integrated system to replace the separate chest mount, power hub, and radio. This new device must be powered by the existing Conformable Wearable Battery (CWB) and reduce the overall size, weight, and power (SWaP) requirements.

Additional capabilities for this consolidated system include on-board computing, 5G connectivity, and support for multiple Army MANET waveforms with performance matching current tactical radios. The system must also include a detachable, protective case for the EUD that interfaces directly with the new mount.

Notional Capabilities Matrix is available upon request.

Questionnaire:

  1. What is your company's experience with developing and manufacturing similar systems for military applications? Include experience with developing software to support these systems.
  2. Provide a description of the technology, to include what requirements it does/does not meet, specifically how it could support multiple RF transport modalities.
  3. Describe your approach to developing system software including device provisioning and 3rd party application integration.
  4. What is your estimated timeline to deliver a set of initial prototypes for government testing, assuming a contract award and finalized requirements?
  5. Based on the information provided, can you provide a non-binding ROM cost estimate for the development of a production-ready prototype?
