About this opportunity
The Defense Logistics Agency (DLA) Land and Maritime is considering a future solicitation and award of an Indefinite Quantity Contract (IQC) or Long-Term Contract (LTC) for two National Stock Number (NSN) electrical connectors used in the Nett Warrior system. The connectors are NSN 5935016594090 (Connector, Receptacle, Electrical) with an estimated annual demand of 105,000 each and NSN 5935016595575 (Connector, Plug, Electrical) with an estimated annual demand of 70,000 each. The government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 3204(a)(1) due to a lack of complete technical data. The approved sources are currently identified as Glenair Inc. and TE Connectivity Corporation. Interested parties are required to complete and return a Market Survey Questionnaire and Market Research LTC Spreadsheet within 15 days. The government is open to considering commercial items if sufficient evidence of commercial sales and pricing reasonableness can be provided.
This procurement is not set aside and does not have designated NAICS or PSC codes listed. The current contractors for these NSNs are Glenair Inc. and TE Connectivity Corporation. No award value or budget range was provided in the pre-solicitation notice.

This acquisition is for supplies for which the Government does not possess complete unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 3204(a)(1). Please provide any additional sources that may be able to manufacture these items. See attached Market Survey Questionnaire and Market Research LTC Spreadsheet for NSNs and approved sources. Please complete and return directly to the buyer.
Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process. http://www.landandmaritime.dla.mil/programs/altofferor/
Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. Interested persons may identify to the contracting officer their interest and capability to satisfy the Government’s requirement with a commercial item within 15 days of this notice. In order to make a commercial determination, we would need sufficient documentation to support commerciality.
1. Published price lists (provide location of website).
2. Unredacted commercial sales history (e.g. invoices showing sales to companies outside of Federal, State, or Local Government). The importance of un-redacted invoices is to assist in providing items have been sold commercially at like prices for like quantities.
3. Proof of availability or announcement of the commercial items to the general public (provide location of websites).
Sources interested in submitting a proposal on this solicitation should complete the attached Market Survey Questionnaire and Market Research LTC Spreadsheet and return the completed copies to Alex Moller at alexander.moller@dla.mil.
