About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is conducting market research through a Request for Information (RFI) to identify commercial software solutions for a Network Operations (NetOps) platform that manages and protects the Unified Network. The procurement seeks mature commercial software solutions that provide Network Management/Enterprise Systems Management, Cybersecurity, and Information capabilities, along with associated support services including maintenance, feature enhancements, integration, and testing. Vendors must hold CMMC Level 2 compliance certification (self-assessment) to access the detailed technical requirements, which contain Controlled Unclassified Information (CUI) and are available only through SAM.gov by submitting an access request. The Government will evaluate market information to assess market capacity and capabilities before developing a final procurement strategy, and offerors must comply with all CUI handling and safeguarding requirements outlined in DoD Instruction 5200.48 or face access revocation and disqualification. The pre-solicitation notice was posted on April 15, 2026, with a response due date of April 22, 2026, and early submission of access requests is strongly encouraged.
This opportunity carries no set-aside designations and is classified under NAICS 513210 (Software Publishers) and PSC 7G21 (IT and Telecom - Network Digital Network Products). No specific award values, budget ranges, or quantity details are provided in this pre-solicitation notice, as the RFI is designed to gather market intelligence rather than issue binding procurement commitments. The procurement does not include hardware solutions or requests for vendors to develop new software, focusing exclusively on identifying existing commercial solutions. No incumbent contractor information is disclosed in this announcement. Interested vendors should note that this is preliminary market research intended to inform the Government's procurement strategy without delaying current Army deployment plans, and vendors are advised to submit their access requests promptly to review the complete technical requirements before the April 22 deadline.
