About this opportunity

The Defense Logistics Agency Land and Maritime is procuring a needle scaler, specifically the JEX-28 NITTO KOHKI Pneumatic Needle Scaler, through solicitation SPMYM4-25-Q-0617. Offerors must submit their quotes electronically to Contract Specialist Anna Gunn at anna.gunn@dla.mil by the due date of June 30, 2025. Questions regarding the solicitation must be submitted to the same email address at least 48 business hours before the submission deadline. The procurement will be awarded using the Lowest Priced Technically Acceptable (LPTA) methodology, with evaluation factors including Technical Capability, Estimated Time of Delivery (ETD), and Price. Offers must include required representations and information, and must not reject the solicitation's terms and conditions to remain eligible for consideration.

This opportunity is set aside for Total Small Business participation under NAICS code 332216 (Saw Blade and Handtool Manufacturing). The procurement is being conducted as a single source acquisition under FAR 13.106-1(b)(1), with Michigan Pneumatic Tool identified as the source for the specific brand name product. The brand name justification indicates that the agency's toolroom mechanics are specifically trained on these NITTO KOHKI tools, and switching to alternative brands would negatively impact tool readiness and potentially increase maintenance costs. The solicitation falls under the Simplified Acquisition Threshold and requires the specific pneumatic tool to maintain operational efficiency for the agency's trained personnel. The procurement is classified under PSC code 5130 for Hand Tools, Power Driven.
