About this opportunity
The Defense Intelligence Agency (DIA) is seeking revolutionary artificial intelligence and machine learning (AI/ML) prototype projects through its Task Force SABRE Commercial Solutions Opening to develop next-generation capabilities that outpace strategic competitors and provide warfighters with decision advantages. The solicitation targets three specific technical gaps: Enterprise Multi-Model Large Language Model Application, Multi-Source Data Retrieval and Pre-Processing, and AI-Enabled Document Generation and Assessment, with projects focused on developing new AI/ML capabilities not currently resident in legacy systems. Offerors must possess appropriate security clearances and facility accreditation potentially up to Top Secret // SCI level, as the work may involve classified information storage and processing. The two-step evaluation process requires initial white paper submissions by May 7, 2025, followed by detailed technical and cost proposals from selected vendors due May 23, 2025, with evaluation criteria including degree of meeting AI/ML requirements, implementation speed, innovative aspects, feasibility, and cybersecurity compliance. Questions and inquiries were accepted until April 15, 2025, with government responses published by April 18, 2025.
This solicitation operates without any set-aside designations and is open to all interested parties including federally funded research and development centers, government and military offices, service laboratories, academia, and industry. No current contractors or incumbents are identified in the documentation, and specific award values or budget ranges are not disclosed, with funding amounts dependent on program fund availability and submission quality. The work will be performed primarily on DIA's JWICS network using AWS services, with the place of performance located at 20 MacDill Blvd SE, Washington, DC 20032. The government anticipates a contract award date of June 16, 2025, subject to fund availability and successful negotiations, with a preference for solutions that can enhance capabilities within six months of implementation. The procurement may result in either a FAR-based contract or an Other Transaction Agreement under 10 USC 4022, with the government retaining discretion over award decisions and not being obligated to make any awards.

General Overview
Task Force SABRE (TFS) is a limited duration organization charted to provide the Defense Intelligence Agency (DIA) with foundational, enterprise-wide Artificial Intelligence (AI) capabilities while accelerating adoption. TFS will establish conditions which ensure widespread adoption of AI in DIA, ensuring the Agency outpaces our adversaries and provides warfighters with decision advantage in the era of Artificial General Intelligence and Agentic AI. The TFS seeks revolutionary or innovative AI/ML prototype project, as defined in 10 U.S.C 4022(e)(5), focusing on the next generation of capabilities and platforms to outpace strategic competitors and advance enterprise integration. Competitive submissions will develop and demonstrate new AI/ML capabilities currently not resident in legacy systems, but may significantly improve existing capabilities, and/or will apply techniques developed for commercial or non-intelligence applications to current intelligence gaps in an ingenious manner (i.e., innovation). Potential projects will be considered if the benefits clearly outweigh the cost and time involved to mature innovative prototype into functioning AI/ML capabilities.
