About this opportunity

The United States Department of Agriculture's Farm Production and Conservation (FPAC) division has published a Special Notice regarding a sole source procurement for Network Real Time Kinematic (RTK) GPS service subscriptions. This notice was posted on April 13, 2026, and is classified as a Total Small Business set-aside opportunity. The procurement is intended for Trans Works, located in Lincoln, Nebraska, and will be conducted under FAR Parts 12 and 13. The USDA FPAC-NRCS Nebraska State Office Engineering Section requires 43 Network RTK GPS surveying service subscriptions to support field operations and surveying activities.

The primary objective of this procurement is to acquire HPRTK Network Subscription services that enable NRCS technicians to receive real-time corrected GPS position data aligned with Light Detection and Ranging (LiDAR) ground surface positions, thereby improving survey accuracy and field productivity while reducing processing errors. Although this is a sole source procurement not requesting competitive proposals, responsible sources may submit capability statements demonstrating their ability to fulfill the government's requirements; all submissions must be received by 12:00 p.m. ET on May 1, 2026. Eligible contractors must be registered in SAM.GOV with current, active status maintained through annual updates. The government reserves the sole discretion to determine whether to compete based on the capability statements received, and interested parties should direct inquiries to Contract Officer Holly Votruba at holly.votruba@usda.gov.

Notice text

The United States Department of Agriculture, Farm Production and Conservation (FPAC) intends to acquire on a Sole Source basis to Trans Works, 6000 S 58th St, Ste A, Lincoln, NE 68516 for HPRTK Network Subscription.

USDA FPAC-NRCS Nebraska State Office, Engineering Section, has a need to purchase 43 Network Real Time Kinematic (Network RTK) GPS surveying service subscriptions. Using network RTK service, NRCS technicians in the field can receive GPS position data that is immediately “corrected” (geo-referenced), in real time, to match Light Detection and Ranging (LiDAR) ground surface positions. This “on-the-fly” capability results in significant time savings, fewer survey processing errors, and enhanced field layout productivity. No other authorized contractors are available to provide the equipment and services needed.

The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES.  Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency.  Capability statements must be received by 12:00pm ET, May 01, 2026 and shall include documentation on the ability to satisfy the Government’s requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.  Questions concerning this notice may be directed to Holly Votruba, Contract Officer, holly.votruba@usda.gov.

All respondents must be registered in SAM.GOV, and current firms must update once a year to maintain active status. Please visit the www.sam.gov website to register and update information.
