About this opportunity

The United States Department of Agriculture, Farm Production and Conservation (FPAC) has issued a Special Notice for the Nebraska High Precision Real Time Kinematic (HPRTK) Network Subscription procurement. The agency intends to acquire 43 Network Real Time Kinematic GPS surveying service subscriptions on a sole source basis from Trans Works, located in Lincoln, Nebraska. This is designated as a Total Small Business set-aside opportunity posted on July 22, 2025. The procurement is specifically for the USDA FPAC-NRCS Nebraska State Office Engineering Section. The agency has stated that no other authorized contractors are available to provide the required equipment and services.

The purpose of this procurement is to provide NRCS technicians with GPS position data that is immediately corrected and geo-referenced in real time to match LiDAR ground surface positions, resulting in significant time savings, fewer survey processing errors, and enhanced field layout productivity. While this is not a request for competitive proposals, responsible sources may submit capability statements by 12:00 PM ET on July 28, 2025, demonstrating their ability to satisfy the government's requirements. All respondents must be registered and maintain current status in SAM.gov, with firms required to update their registration annually. The government retains sole discretion in determining whether to compete this requirement based on responses received. Questions regarding this notice should be directed to Holly Votruba, the designated Contract Officer, and the resulting procurement will be conducted in accordance with FAR Parts 12 and 13.

Notice text

The United States Department of Agriculture, Farm Production and Conservation (FPAC) intends to acquire on a Sole Source basis to Trans Works, 6000 S 58th St, Ste A, Lincoln, NE 68516 for HPRTK Network Subscription.

USDA FPAC-NRCS Nebraska State Office, Engineering Section, has a need to purchase 43 Network Real Time Kinematic (Network RTK) GPS surveying service subscriptions. Using network RTK service, NRCS technicians in the field can receive GPS position data that is immediately “corrected” (geo-referenced), in real time, to match Light Detection and Ranging (LiDAR) ground surface positions. This “on-the-fly” capability results in significant time savings, fewer survey processing errors, and enhanced field layout productivity. No other authorized contractors are available to provide the equipment and services needed.

The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES.  Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency.  Capability statements must be received by 12:00pm ET, July 28, 2025 and shall include documentation on the ability to satisfy the Government’s requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.  Questions concerning this notice may be directed to Holly Votruba, Contract Officer, holly.votruba@usda.gov.

All respondents must be registered in SAM.GOV, and current firms must update once a year to maintain active status. Please visit the www.sam.gov website to register and update information.
