The requirement is not set-aside restricted and will be awarded under SeaPort-NxG; interested vendors including small businesses must submit capability statements by the deadline.
The task order will span five years (12-month base period plus four 12-month options) and covers program management, risk management, engineering, architecture, and operational monitoring across five major service categories: System Requirements Analysis and Architecture; System Installation and Configuration; Fleet Support; Operator and Maintainer Support; and Lifecycle Product Support. Additional scope includes Radio Frequency systems engineering, Live Virtual Constructive training systems integration, Foreign Military Sales training integration, C5ISRT systems integration, cybersecurity assessments, and responsible AI/ML practices. Work is performed at 45 Navy installations worldwide (CONUS and OCONUS) with primary locations at Norfolk/Virginia Beach, Virginia; San Diego, California; Yuma, Arizona; and Fallon, Nevada, and administrative oversight at Naval Surface Warfare Center Corona Division.
The requirement specifies 258 Full-Time Equivalents totaling 2.466 million labor hours across the contract period. All personnel must hold SECRET security clearance and fall under non-SCA labor categories. Small businesses must demonstrate ability to perform at least 50 percent of personnel costs with their own employees. The anticipated NAICS code is 541330 (Engineering Services) with a size standard of $38.5 million.
