About this opportunity
The National Park Service, National Capital Region, has issued a Notice of Intent to Award a sole-source contract for solid waste transfer station services supporting the National Mall and Memorial Parks in Washington, D.C. The agency intends to award this firm-fixed price contract to BFI Waste Services, LLC, located in Capitol Heights, Maryland, with an estimated award date of September 19, 2025. This procurement falls under NAICS code 562111 (Solid Waste Collection) with a size standard of $47 million. The contract will include one base period and four option years, plus a potential six-month extension.
The primary purpose of this notice is to inform the contracting community of the government's intent to proceed with a non-competitive award while providing an opportunity for other capable firms to demonstrate their qualifications. Companies believing they can fulfill the requirements may submit capability statements by September 5, 2025, at 12:00 PM EST. Submissions must include company information, business size classification, SAM registration details, identification of related companies, and a clear demonstration of capability to meet the proximity and service requirements. The transfer station must operate Monday through Friday from 4:00 a.m. to 4:00 p.m. and Saturday from 4:00 a.m. to 2:00 p.m., with capacity to handle a minimum of 250 tons of trash annually. The contractor will be responsible for receiving waste from NPS vehicles, providing proper documentation including weight tickets from approved landfill facilities, and maintaining all necessary state and EPA certifications.
