Performance was to begin within 10 days of notice to proceed and complete within 60 days; anticipated award was late summer 2026 with performance beginning October 2026. Construction wage rate requirements for Washington, DC applied, governed by prevailing wage determination effective July 30, 2026.

To be eligible, offerors required a Unique Entity Identifier (UEI), active SAM registration, and small business certification at quote submission, award, and throughout contract performance.
