Notice text

The National Center for Health Statistics (NCHS) has had responsibility for the semi-annual updating of the morbidity classification "International Classification of Diseases-9th revision- Clinical Modification (ICD-9-CM)". For the past several years the official version of ICD-9-CM has been released, in the United States, in a CDROM format which uses the Rocket Folio Views software. Due to the incompatibility of ICD-10-CM and ICD-10-PCS files with growing technology, an alternative solution to the CDROM was developed under a previous competed contract.

In addition, required regular updates are mandated by section 1886(d)(5)(K) of the Social Security Act (the Act) clause (vii) as amended in 2003 by Public Law 108-173, the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA), specifically Section 503(a). These mandated updates can take effect on April 1 and October 1 each year. The updates will continue to occur at least annually to reflect increased coding sophistication as more diseases, causes of disease, and other reasons for health care encounters are clarified.

The project entails updating and preparing the ICD-10-CM files. These files include the Tabular List, Alphabetic Index, External Cause of Injuries Index and Table of Neoplasms, and Table of Drugs and Chemicals for ICD-10-CM. The official coding guidelines for the ICD-10-CM classification system will also be included.

This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(l). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement

This notice of intent is not a request for competitive quotations; however, all responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based solely upon responses to this notice is solely within the discretion of the government.

Any response should be emailed to the appropriate point of contact at EEH3@cdc.gov by 11:00 AM EST on July 8, 2019.
