About this opportunity
The Department of Health and Human Services' National Center of Health Statistics (NCHS) has issued a Special Notice announcing its intent to award a sole source firm fixed price purchase order to Medical Marketing Services (MMS Inc) for the American Medical Association masterfile. The procurement involves acquiring a comprehensive 2025 datafile containing contact and professional information for all non-federal, office-based physicians across the 50 states and District of Columbia. Through market research, NCHS determined that MMS Inc is the only vendor capable of providing the required detailed physician database. The Special Notice was posted on December 5, 2024, with responses accepted until December 12, 2024. The document explicitly states this is not a competitive solicitation, but the agency will review any quotations received within seven days of issuance.
The primary objective of this procurement is to obtain a detailed physician masterfile to support the National Ambulatory Medical Care Survey and other physician survey initiatives. The purchase order will cover a single base performance period starting January 1, 2025, with no additional options. Contractors interested in responding must submit their quotations via email to zdw8@cdc.gov by 2:00 PM EST on December 12, 2024. While this is a sole source procurement under FAR 13.106-1(b)(1), the government will consider any submissions received during the specified timeframe. The datafile's critical purpose is enabling NCHS to create a confidential, nationally representative sample of physicians for survey research. NCHS emphasizes that no suitable alternative to the AMA masterfile has been identified through comprehensive market research, which justifies the sole source approach. The procurement falls under the NAICS category of Other Scientific and Technical Consulting Services and the PSC category of Special Studies/Analysis- Scientific Data.
