About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) Acquisition & Grants Office has issued a Special Notice for McIDAS-X software support services. The notice indicates NOAA's intent to negotiate a sole source contract with the University of Wisconsin System, specifically the Space Science and Engineering Center (SSEC). The contract pertains to proprietary software developed by SSEC for visualization and manipulation of geophysical data, which is critical for meteorological satellite data processing. The software supports the National Weather Service's mission of protecting life and property by providing unique capabilities for displaying and analyzing meteorological information. The contract will be awarded under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1) and is specific to software support services.

The Special Notice outlines a non-competitive procurement process for a one-year period of performance from July 21, 2025, to July 20, 2026. Interested firms that believe they can meet the government's requirements are invited to submit substantiating documentation in writing within 15 days of the notice's publication. The documentation will be evaluated to determine whether a competitive procurement might be appropriate, though the final decision remains solely at the government's discretion. The McIDAS-X software is deemed unique because it contains a historical database of meteorological parameters unavailable from other sources and is the only system providing timely display and analysis of meteorological data. Oral communications are not acceptable in response to this notice, and contractors must provide written documentation to be considered. The opportunity is categorized under the Software Publishers NAICS code and focuses on IT and telecom service delivery support services.
