About this opportunity

The National Institutes of Health (NIH), specifically the National Institute on Drug Abuse, is seeking sources for NCATS COTS Software Transition Services through a Sources Sought Notice. The primary objective is to transfer commercial off-the-shelf (COTS) software licenses and subscriptions from current contractor support to direct government control, ensuring uninterrupted software usage and maintaining existing configurations. Contractors must help manage software licenses for over 20 different platforms including Codebunk, Docker, Slack, Zoom, Github, and OpenAI, while ensuring seamless transition of user data and account information. Respondents must be registered in the System for Award Management (SAM) and provide a detailed capability statement addressing project requirements, including their organization's technical capacity and estimated implementation timeline. All responses must be submitted via email to Nick Niefeld by December 9, 2024, at 10:00 a.m. Eastern time, referencing sources sought notice number 75N95025Q00072.

The procurement does not currently have a specific small business set-aside, but the government is particularly interested in identifying qualified small businesses, including HUBZone, service-disabled veteran-owned, 8(a), veteran-owned, woman-owned, and small disadvantaged businesses. The anticipated period of performance is two months, during which the contractor will facilitate license transfers, make payments to COTS vendors to ensure service continuity, and assist in transitioning licenses to government control. While no specific award value is mentioned, the scope covers licenses for multiple software platforms and requires comprehensive administrative and technical support. Contractors will need to provide detailed information about each software product, including name, version, publisher, license terms, usage statistics, and account details. The government reserves the right to use the submitted information for developing future solicitations and is not obligated to award a contract based on this sources sought notice.
