About this opportunity
The Bureau of Reclamation seeks solid waste disposal services at its Northern California Area Office facilities, with quotations due July 20, 2026. This is a total small business set-aside (NAICS 562111, $47 million size standard).
Place of performance includes multiple NCAO locations: Shasta Dam, Keswick Dam, and other remote sites in Shasta County, California. The contractor must provide all labor, equipment, bins, roll-offs, and supervision for weekly pickup of six-yard and four-yard containers at various facilities, on-call 20-yard roll-off bin services with two-working-day response, and additional services on short notice. Operations are Monday through Friday, 7:30 a.m. to 4:00 p.m., excluding federal holidays.
The contract period runs one base year (September 1, 2026 through August 31, 2027) plus four one-year option periods extending through August 31, 2031. All unit prices must be firm-fixed throughout the contract duration. Service Contract Act wage rates apply, with hourly rates for Shasta County ranging from approximately $15.04 to $68.50 depending on occupational classification, plus mandatory fringe benefits including paid vacation (2–4 weeks depending on tenure), paid holidays (minimum 11 per year), and health and welfare benefits ($5.55–$5.89 per hour or specified periodic amounts).
Award will be based on comparative evaluation of technical capability (industry licenses and permits), past performance (CPARS records), and price. The government anticipates selecting the best-value contractor from initial responses without discussions. Quoters must submit completed pricing schedules for all CLINs covering the base year and four option years, technical capability documentation with copies of required licenses, and certifications confirming current SAM representations. Quotations are due July 20 at 3:00 p.m. PDT via email to steven_teves@ios.doi.gov.
