About this opportunity
NASA's National Shared Services Center (NSSC) is seeking to procure an upgrade to an existing bolometric detector system at NASA's Goddard Space Flight Center. The primary objective is to enhance the current detector by adding a second NbTES bolometer capable of operating at frequencies up to 10 THz, with specific performance requirements including a system noise equivalent power of 10-3.9 pW Hz-1/2 and a linear dynamic range exceeding 70 dB. NASA intends to issue a sole source contract to QMC Instruments under FAR 13.106-1(b)(1)(i), citing that only this vendor can perform the required system upgrades. Interested organizations may submit their capabilities and qualifications in writing to dorothy.s.baskin@nasa.gov by 11:59 a.m. Central Standard Time on June 3, 2025. The government will evaluate these submissions to determine whether to proceed with a competitive or non-competitive procurement process.
The contract is designated as a total small business set-aside, with a NAICS code of 811210 for Electronic and Precision Equipment Repair and Maintenance. QMC Instruments is the intended sole source contractor for this upgrade, which will involve modifying an existing detector system by adding a bolometer coupled to a f/4.5 Winston cone and a 10 THz low pass edge filter. The work will be performed at the vendor's facility, with the performance location being NASA Goddard Space Flight Center. The contract will include a two-year warranty period from the date of receipt, and the procurement will follow the provisions of FAR Part 12 and FAR Part 13 for acquiring commercial items and services. While specific contract value details are not provided, the scope suggests a specialized, technically complex upgrade to existing scientific instrumentation.

NASA/NSSC has a requirement for NbTES bolometer installation.
STATEMENT OF WORK
Objective/Requirement: Upgrade existing bolometric detector system to include a second detector operating at frequencies up to 10 THz.
Characteristics, Scope, and Specs: Add an extra NbTES bolometer coupled to a f/4.5 Winston cone and a 10 THz low pass edge filter to the existing unit (to be shipped to vendor). System noise equivalent power (NEP) 10—3.9 pW Hz-1/2 . System linear dynamic range > 70 dB.
Place of Performance: All work to be performed at vendor facility
Period of Performance: Warranty period 2 years from day of receipt
NASA/NSSC intends to issue a sole source contract to QMC Instruments under the authority of FAR 13.106-1(b)(1)(i). This requirement is for an upgrade to and existing detector system currently in use at NASA/GSFC. The equipment and upgrades to the existing system can only be performed by QMC Instruments.
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC).
The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.
The NAICS Code for this procurement is 811210.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to dorothy.s.baskin@nasa.gov not later than 11:59 a.m. Central Standard Time on 6/3/2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
