About this opportunity
NASA's National Shared Services Center (NSSC) is seeking to procure an upgrade to an existing bolometric detector system for NASA's Goddard Space Flight Center. The specific requirement involves adding a second NbTES bolometer with capabilities to operate at frequencies up to 10 THz, including specific technical specifications such as a system noise equivalent power of 10-3.9 pW Hz-1/2 and a linear dynamic range exceeding 70 dB. NASA intends to issue a sole source contract to QMC Instruments under FAR 13.106-1(b)(1)(i), with all work to be performed at the vendor's facility. Interested organizations may submit their capabilities and qualifications in writing to dorothy.s.baskin@nasa.gov by 11:59 a.m. Central Standard Time on April 29, 2025. The evaluation will focus solely on determining whether the procurement should be conducted on a competitive basis, with the government retaining full discretion in this decision.
The contract is designated as a Total Small Business set-aside, with a NAICS code of 541519 for Other Computer Related Services. QMC Instruments is the intended sole source contractor, as they are the only vendor capable of performing upgrades to the existing detector system currently in use at NASA/GSFC. The performance period includes a two-year warranty from the date of receipt, and the work will be located at the Goddard Space Flight Center. The procurement will follow FAR Part 12 and Part 13 procedures for acquiring commercial items and services. While specific contract value is not disclosed, the technical complexity and specialized nature of the bolometer installation suggest a precision scientific instrumentation procurement. NASA has also noted the applicability of the NASA Clause 1852.215-84 Ombudsman, with additional ombudsman information available through the provided web link.
