About this opportunity
The Naval Air Warfare Center Aircraft Division (NAWCAD), acting on behalf of the Federal Aviation Administration (FAA), has issued a Request for Information (RFI) regarding anti-jam (AJ) and anti-spoofing (AS) GPS/GNSS antenna technologies for civilian aircraft. This RFI stems from a Safety Alert for Operations (SAFO) #24002 issued on January 1, 2024, which highlighted increasing risks from GPS jamming and spoofing incidents that compromise flight safety and increase workload for pilots and air traffic controllers. The notice specifically targets technologies for Transport and Business Jet aircraft applications, seeking to investigate the feasibility and performance of advanced GPS antenna solutions. NAWCAD is conducting this study to gather comprehensive information about current and emerging AJ/AS GPS/GNSS antenna technologies from industry vendors.
The primary objective of this RFI is to collect detailed technical information that will help develop updated Minimum Operational Performance Standards (MOPS) for GPS/GNSS antennas and cockpit displays. Contractors interested in participating must submit their responses by May 26, 2025, at 5:00 PM Eastern Time through the provided techport.center link, with questions accepted until April 25, 2025. The RFI is open to all vendors without specific set-aside restrictions, and responses should comprehensively detail their AJ/AS antenna technologies, including characteristics, performance capabilities, and development status. NAWCAD plans to use the collected information to potentially establish Cooperative Research and Development Agreements (CRADAs) or technology agreements, with the potential for future lab, chamber, and flight testing. The ultimate goal is to enhance GPS/GNSS technology reliability and safety in civilian aviation by identifying and evaluating advanced antenna solutions that can mitigate interference and spoofing risks.

Update #2 · Latest ·
The Federal Aviation Administration (FAA) issued a Safety Alert for Operations (SAFO) (# 24002) on January 1, 2024, that provided information and guidance to operators and manufacturers regarding operations in a Global Positioning System (GPS) / Global Navigation Satellite System (GNSS) disrupted environment. This SAFO highlights ongoing jamming and spoofing incidents that can increase safety of flight risks due to possible loss of situational awareness and increased pilot and Air Traffic Control workload.
The FAA has requested support from the Naval Air Warfare Center Aircraft Division (NAWCAD) to investigate the feasibility and expected performance of applying anti-jam (AJ)/anti-spoofing (AS) GPS/GNSS technology for use in civilian aircraft applications with an initial focus on Transport and Business Jet aircraft. NAWCAD is releasing this RFI on AJ/AS GPS/GNSS technologies for eventual use in civilian aircraft applications. This RFI is a study identifying and discussing the characteristics and performance of the vendors’ AJ and AS antenna technologies that are currently available or being developed. The information learned from this RFI may be used to identify potential systems for evaluation testing at NAWCAD. Results from the RFI data and future evaluation testing will be used to develop updated GPS/GNSS AJ/AS antenna Minimum Operational Performance Standards (MOPS) and cockpit displays/annunciation MOPS for the FAA.
NAWCAD is performing the study, hosting the industry day(s), and establishing Cooperative Research and Development Agreements (CRADAs) or technology agreements for test hardware, lab test, chamber test, and future flight test for the FAA.
Questions related to the RFI may be issued through April 25, 2025.
Responses to the RFI must be issued by May 26, 2025 5:00PM Eastern Time
