About this opportunity
The Naval Air Warfare Center Aircraft Division Security Cooperation Program Office is seeking Electro Optical/Infrared (EO/IR) sensor systems and related components from L3-Wescam for a potential contract. The requirement includes MX-series exportable sensor systems, spare parts, special tooling, test equipment, and associated services such as repairs, modifications, upgrades, engineering support, technical assistance, training, and integration services. The procurement will be executed through an existing five-year Basic Ordering Agreement with the Canadian Commercial Corporation (CCC), which will subcontract 100% of the work to L3-Wescam, the original equipment manufacturer. This pre-solicitation notice indicates the government intends to negotiate under the authority of 10 USC 2304(c)(1), specifically noting L3-Wescam as the sole designer, developer, manufacturer, and distributor of the required sensor systems. The opportunity was posted on April 24, 2025, with responses due by May 9, 2025, and is categorized under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.
The pre-solicitation notice does not indicate a specific set-aside designation, and no competitive bidding appears to be anticipated due to the sole-source nature of the procurement. L3-Wescam, located in Ontario, Canada, with CAGE code 3AC24, is positioned as the exclusive vendor for this contract. While specific award values are not disclosed, the procurement involves comprehensive EO/IR sensor system procurement and supporting services for the Department of the Navy Naval Air Systems Command. The contract will leverage an existing five-year Basic Ordering Agreement, suggesting a potential long-term engagement with predictable recurring requirements. The procurement falls under the Department of Defense's acquisition framework, specifically targeting advanced sensor technology for naval aviation applications, with the contract structured to facilitate direct procurement from the original equipment manufacturer through the Canadian Commercial Corporation.
