About this opportunity
Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk is preparing to solicit support services for the Navy Insider Threat Program via a Sources Sought / RFI due October 9, 2026, with responses limited to small businesses holding active Seaport Multiple Award Contracts.
The requirement carries a small-business-only filter and mandates a Top Secret facility clearance. Performance occurs at government facilities in the Washington DC metropolitan area, including NSF Arlington, Pentagon, Northern Virginia, and ONI locations. The base period runs from March 9, 2027 through March 8, 2028, with four optional 12-month extensions through March 2032.
The contractor will staff 23 full-time equivalents across five labor categories: one SSO Navy SCI Security Program representative, one Data Scientist, three Information Assurance/Security and Insider Threat Policy specialists, eleven Hub Analysts, and seven UAM Analysts. Key deliverables include weekly status reports, monthly project and financial reports, trip reports, a Quality Control Plan, and technical documentation and briefings. Data Scientists must hold Top Secret/SCI clearance and possess a Bachelor's degree in a quantitative discipline. Most positions require five years of relevant experience; all contractor personnel must obtain Certified Insider Threat Professional certifications (CITP-F within six months, CITP-A within twelve months of award) and are subject to the Navy's Random Polygraph Program.
The current work is performed by Mobius Consulting, LLC under CPFF task order N0018924F3017 (base 12 months plus two 12-month options). NAICS Code 541330 applies. This announcement is for planning purposes only; no contract award will result from responses, and no government payment obligation exists. Responses are limited to three pages (excluding cover sheet) in no less than 10-point font and must include company information, CAGE code, small business affirmation, Seaport contract number, DCAA accounting approval status, and past performance from the last five years.
