About this opportunity

The Department of the Navy Information Warfare Systems Command (NAVWAR) is seeking industry collaboration for the Navy Enterprise Resource Planning Plus (ERP+) initiative, focusing on transitioning from SAP ECC to SAP S/4 system. The agency will host a hybrid Industry Day on October 18, 2024, to discuss program requirements and develop an acquisition strategy for implementing over 30 new enterprise resource planning capabilities. Interested companies must register for the event through OnceHub by October 11, 2024, with in-person attendance limited to two representatives per firm. Questions regarding the Request for Information (RFI) must be submitted to pmw220_erp_plus@us.navy.mil by noon ET on October 9, 2024. The government emphasizes that this is not a commitment to form a contract and will not reimburse companies for attendance or responses.

The pre-solicitation notice indicates no specific set-aside designation for this opportunity, and Booz Allen Hamilton (BAH) will support planning and execution of the Industry Day while being contractually prohibited from bidding on the ERP+ effort. Market research conducted in 2021 and 2022 suggests a majority of SAP ECC-based systems are migrating to SAP S/4, which will be the primary interface for SAP's HANA database cloud product. The Navy is considering an SAP Enterprise License approach to facilitate this transition, potentially including proof of concept or development efforts. Participants are encouraged to indicate interest in a Proprietary Data Protection Agreement (PDPA) with BAH. While specific award values are not disclosed, the opportunity falls under the Computer Systems Design Services NAICS category and appears to be a substantial enterprise-level technology transformation project for naval information systems.
