About this opportunity
The Department of the Navy's Naval Supply Systems Command (NAVSUP WSS) Philadelphia intends to solicit L3 Technologies Inc. for a five-year Basic Ordering Agreement to repair and retrofit items for the Multiple Integrated Data System (MIDS) Terminal Transmission Networking Terminal (TTNT) System and associated Foreign Military Sales (FMS) items. The procurement will focus on repair of common avionics platform components, specifically for MIDS TTNT, MIDS JTRS, and MIDS LVT systems. This is a sole-source acquisition processed under FAR Part 15, with the government determining that L3 Technologies is the only known source capable of meeting their requirements. Potential vendors must submit detailed technical data according to the NAVSUP Weapon Systems Support Source Approval Information Brochures, with responses due by April 1, 2025. Offers must include comprehensive source approval documentation, and firms without existing repair history will need to undergo a qualification process approved by the cognizant government engineering activity.
The contract opportunity is not set aside for any specific business category and falls under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The attached Exhibit A pricing document indicates an estimated contract value with line items ranging from approximately $5,000 to $1,300,000, covering over 80 different components including receiver transmitters, power supplies, chassis, interfaces, processors, and terminals. Each line item has a consistent estimated procurement quantity of one unit per year across the five-year contract period. The items are certified as 3C or 4C, requiring engineering source approval to maintain part quality, with L3 Technologies retaining critical data rights and manufacturing knowledge. The government reserves the right to continue the award based on fleet support needs, even if source approval processes cannot be completed within the expected timeframe.
