About this opportunity
The Naval Supply Systems Command (NAVSUP) has published a Long Range Acquisition Estimate (LRAE) Special Notice that provides projected federal contract opportunities for fiscal years 2025-2028. This notice, posted on June 17, 2025, with a due date of September 30, 2025, is updated semiannually in accordance with NMCARS 5205.404. The Department of the Navy's Naval Supply Systems Command is the issuing agency for this procurement forecast. The notice explicitly states that it is an estimate only and is neither a request for quotes or proposals nor a guarantee of future requirements. The requirements listed are subject to change, and more specific information will not be furnished until proposed actions are synopsized through the Government Point of Entry or solicitations are issued.
The Special Notice serves as a planning tool to inform potential contractors about anticipated procurement opportunities across NAVSUP and its detachment sites. Two primary contract opportunities are outlined: a $100 million diesel fuel support contract for CTF-53 MHE anticipated for solicitation in FY25 Q2 with award expected in FY26 Q2, and a comprehensive communications and information exchange systems management contract for NAVIFOR valued at over $50 million. The diesel fuel contract is a follow-on procurement currently held by Young & Rubicam LLC, while the communications systems contract involves management of Collaboration at Sea (CAS), Secure Releaseable (SECREL), CENTRIXS-M, and NTIRA programs. Both opportunities will use different procurement methods, with the diesel fuel contract using a definitive contract approach and the communications systems contract employing full and open competition with firm fixed-price delivery orders. The document emphasizes that all procurement information is preliminary and not binding, with actual small business set-asides to be determined by the Contracting Officer and final solicitation details to be published on SAM.gov.
