Added: September 7, 2007 Modified: March 25, 2008Track Changes Update 25 March 2008 The Government has posted the NAVSSI Follow-on Technical Data Package (TDP) dated 21 March 2008, for industry access on a separate secured site limited to DoD Contractors. To request access to the secured website, each company must sign and return the Non-Disclosure Agreement (NDA) posted on the e-commerce site (https://e-commerce.spawar.navy.mil) entitled, "Bidder's_ Repository_NDA.pdf" and provide the e-mail address and phone number for each requested user to Marty Richards at martin.richards@navy.mil. Each company may request access for up to two representatives. Each user is required to be a U.S. DoD contractor and have a valid DoD or ECA issued PKI certificate to gain access to the website. If an interested company is a U.S. DoD contractor and does not have a valid DoD or ECA-issued PKI certificate, contact Jennifer Phalen at jennifer.phalen@navy.mil for further instruction. The Government will provide instructions on how to access the secured site to the approved company representatives after their NDAs are received. It should be noted that the RFP and additional attachments are intended to be released on the e-commerce site (https://e-commerce.spawar.navy.mil) within the next few weeks. The Space and Naval Warfare Systems Command (SPAWAR), Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I) Navy Communications Program Office, Code PMW-170, intends to release a Request for Proposal (RFP) to support the Navigation Sensor System Interface (NAVSSI) program. NAVSSI is a Government developed, commercial off the shelf (COTS) based system that collects, processes, integrates and formats for distribution of Precise Navigation and Timing (PNT) data to weapon systems, combat support systems, C4ISR systems, and other information systems users aboard various ship classes. The contractor will be expected to assemble and deliver COTS and Government Furnished Equipment (GFE) components in equipment racks to the Government as well as support Government Factory Acceptance Testing. The Government will conduct final integration, software load and shipping. The Government intends to award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts that support future competitive orders for the procurement of hardware and services. Individual delivery/task orders will be awarded on a Firm-Fixed Price (FFP) basis for NAVSSI systems, upgrade/retrofit kits, and spares and on a Cost-Plus-Fixed-Fee (CPFF) basis for services.
