About this opportunity
The Department of the Navy Naval Supply Systems Command issued a sole source justification for Jeppesen/Boeing Digital Solutions to provide Navigation Data (NavData) JEP 5 Worldwide Database and Fleet License for 16 Flight Management Computer (FMC) Single Board modified E-6B aircraft. The contract, awarded under 41 U.S.C. 1901 simplified acquisition procedures, will support continued use of proprietary software licenses for naval flight operations, enabling digital access to aeronautical charts, airport diagrams, and navigation data that can be updated every 28 days to ensure compliance with International Civil Aviation Organization standards. The contract spans a base year from May 1, 2025, to April 30, 2026, with four additional one-year option periods through April 30, 2030, covering the essential requirement for pilots to access current navigational information via their Flight Management Computers. While the exact contract value was not explicitly stated, the justification emphasizes the critical nature of these licenses for maintaining the E-6B aircraft navigation systems. The sole source determination is based on the unique proprietary nature of the Jeppesen/Boeing Digital Solutions software, which has no known alternative vendors or approved distributors.
