About this opportunity

The United States Department of Energy's Advanced Research Projects Agency-Energy (ARPA-E) has published a Special Notice announcing its intent to award a sole source Blanket Purchase Agreement to Pitchbook Data, Inc. for continued access to the Pitchbook Platform. The notice was posted on August 29, 2025, with a due date of September 5, 2025, and operates under the authority of FAR 6.302-1(a)(2), which permits sole source procurement when only one responsible source exists. The procurement falls under NAICS code 518210 for Data Processing, Hosting and Related Services, with a business size standard of $35,000,000. This is classified as a special notice with no set-aside designation, indicating it is not reserved for small businesses or other specific contractor categories.

The primary objective of this procurement is to secure continued access to comprehensive market research capabilities for tracking private equity, venture capital, and merger and acquisition activities globally. ARPA-E requires the Pitchbook Platform's specialized database and analytics tools to access critical information including company funding rounds, valuations, deal data, fund-level metrics, and cleantech company information that supports their research mission. Since this is a sole source procurement, no competitive bidding process will occur, and only Pitchbook Data, Inc. is eligible to receive this contract based on the government's determination that no other supplier can satisfy the agency's specific requirements. The platform provides interconnected information software essential for understanding global M&A, PE, and VC transactional landscapes, including detailed data on limited partners, funds, firms, companies, dealmakers, and executives involved in these markets.
