About this opportunity

The Naval Air Systems Command (NAVAIR) intends to pursue a sole source contract modification with L3 Harris Technologies, Inc. for the redesign of the Modernized Radio (MODRAD) to address parts obsolescence and potential future architectural upgrades. The procurement will support both domestic and Foreign Military Sales (FMS) partners, focusing on radio navigation equipment for aeronautical systems. The contract is being pursued under 10 U.S.C. 3204(a)(1), which allows for sole source procurement when only one responsible source can satisfy agency requirements. L3 Harris is identified as the sole designer, developer, and manufacturer of the MODRAD, possessing the unique technical knowledge and tooling necessary to complete the project. While the opportunity is sole source, NAVAIR will still consider capability statements from interested parties, and subcontracting opportunities can be explored directly with L3 Harris.

The pre-solicitation notice does not indicate a specific set-aside designation, and no explicit award value or budget range is provided. The contract modification is specifically targeted at L3 Harris Technologies, located in San Diego, California, with Jessica Jones serving as the primary point of contact for subcontracting inquiries. The opportunity was posted on February 14, 2025, with a response deadline of March 1, 2025, though the government explicitly states there are no commitments to issue a solicitation or make an award. The procurement falls under NAICS category 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, and the specific Product Service Code (PSC) is 5826 for Radio Navigation Equipment, Airborne. Interested parties are instructed to submit responses via email to Anita Talavera at anita.m.talavera.civ@us.navy.mil, with no telephone responses accepted.
