About this opportunity
The Naval Sea Systems Command, acting through the Naval Surface Warfare Center Carderock Division (NSWCCD), published a Notice of Intent to Sole Source on December 3, 2025. This special notice announces the government's intention to award a non-competitive sole source contract for modeling and simulation services to Advanced Rotorcraft Technology, Inc., located in Fremont, California. The procurement is justified under 41 U.S.C. 1903 and Federal Acquisition Regulation 6.302-1(a)(2)(ii)(A), citing that only one responsible source can satisfy the agency's requirements. This notice is explicitly not a request for proposals or quotations, and the government retains sole discretion regarding whether to proceed with the non-competitive award. Interested parties may direct questions to David Crouch at the provided Navy email address. The Small Business Professional has reviewed and approved the sole source justification.
The contract objective is to procure comprehensive modeling, simulation, and analysis services for a Propeller-Driven Rotor (PDR) FLIGHTLAB system, with work scheduled from December 15, 2025 through August 1, 2026. Advanced Rotorcraft Technology, Inc. is identified as the sole source provider because it exclusively owns the FLIGHTLAB software platform and possesses proprietary technical knowledge necessary to complete the work. The contract encompasses nine primary tasks, including base model development, control strategy templates, flight simulation utilities, sling load integration, aerodynamic interference analysis, and structural loads analysis. Personnel requirements specify a minimum Bachelor's degree in Aerospace or Mechanical Engineering, with a Ph.D. preferred for lead modeling engineer positions. Deliverables include monthly progress reports, quarterly technical reviews, and a final comprehensive technical report, all subject to government review and approval. The special notice was posted December 3, 2025, with responses due by December 9, 2025.
