About this opportunity
The Naval Supply Systems Command (NAVSUP) is conducting a Request for Proposal (RFP) to on-ramp additional contractors to the Worldwide Expeditionary Multiple Award Contract (WEXMAC) 2.2 for Territorial Integrity of the United States (TITUS). The procurement seeks comprehensive logistics and support services including base operations, construction equipment, medical services, force protection, communications, transportation, and various supply categories to support six phases of military operations ranging from theater opening through stability operations. Eligible offerors must be U.S.-based companies incorporated and directly controlled within the United States, and each contractor can compete for only one region. Contractors must demonstrate responsibility across seven Federal Acquisition Regulation (FAR) 9.104-1 standards, possess a "Basic Assessment" in cybersecurity requirements, and provide evidence of asset availability, rapid response capabilities, and quality assurance procedures. The solicitation will be evaluated based on pricing proposals demonstrating fair and reasonable pricing, subcontracting approaches, contractor responsibility documentation, and past performance information using a rating scale from Exceptional to Unsatisfactory. Critical deadlines include January 7, 2026, at 1000 Eastern Time for submission of questions and January 30, 2026, at 0800 Eastern Time for proposal submissions.
This solicitation represents a new competition conducted under the WEXMAC contract's "Rolling Admissions" clause, with no set-aside designations applied. Current WEXMAC incumbents will receive modifications increasing their base period maximum contract value, while new entrants may receive separate contract awards under this on-ramp opportunity. The maximum contract value for Region 27: United States of America and Outlying Territories is $55,000,000,000.00 for the base period. The contract is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle requiring offerors to submit detailed Element Line Item Numbers (ELINs) covering numerous service categories with specific technical specifications for equipment, facilities, and support services. The place of performance is identified as Silver Spring, Pennsylvania 17050, USA, and all offerors must complete a comprehensive solicitation checklist encompassing eight primary proposal submission categories.
