About this opportunity
This Special Notice from the Department of the Navy Naval Air Systems Command Naval Air Warfare Center provides information regarding intent to award a sole source contract extension to DynCorp International LLC. The proposed contract action is for organizational, intermediate, and limited depot level maintenance and logistics support services for Navy F/A-18C/D/E/F, EA-18G, MH-60S, and E-2C aircraft based at the Naval Strike and Air Warfare Center in Fallon, Nevada.
The purpose of this Special Notice is to inform the public of the Navy's intent to award a six month bridge contract extension to DynCorp International LLC using other than full and open competition from August 1, 2020 to January 31, 2021, with an option to extend up to six additional months. This bridge contract extension is necessary to maintain critical fighter pilot training, combat mission readiness, and carrier air wing training until award of a competitive follow-on effort by the Air Force scheduled for the fourth quarter of fiscal year 2020. Any interruptions in contractor maintenance and logistics support services could significantly degrade operational readiness for Department of Defense assets deployed globally in support of national security objectives.

THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY
The proposed contract action is for services for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
This acquisition provides for Organizational, selected Intermediate, and limited Depot level maintenance, and logistics support services for the Navy F/A-18C/D/E/F, EA-18G, MH-60S, and E-2C aircraft based at Naval Strike and Air Warfare Center (NSAWC), Naval Air Station (NAS) Fallon, NV. NAWC-AD intends to award a Firm Fixed Price (FFP) and Cost Indefinite Delivery Indefinite Quantity (IDIQ) contract to DynCorp International LLC (DynCorp) for an additional six (6) month ordering period from 01 August 2020 to 31 January 2021 with the option to extend services up to six additional months pursuant to FAR Clause 52.217-8.
Please be advised that a competitive follow-on effort procurement with the Air Force for this requirement is ongoing with an expected award in 4th quarter FY20. The current bridge effort is being set up for a six (6) month ordering period for continued contractual coverage until award of the Air Force effort. Upon award of the competed Air Force task order, this bridge contract shall be terminated.
At this time, DynCorp is the only source that can provide continued support to maintain critical fighter pilot training, combat mission readiness, and training of Carrier Air Wings and Strike Groups during this ordering period without an unacceptable delay or interruption to the Fleet. This scheduled and unscheduled maintenance support is critical in ensuring fleet and adversary aircraft (F/A-18C/D/E/F, EA-18G, MH-60S, and E-2C aircraft) are operational and configured with required weapons and systems for all training evolutions allowing continuous warfighting effectiveness assessments and identifying and mitigating capability gaps across multiple Navy platforms. Interruptions in this support could cause significant degradation of operational readiness levels for DoD assets deploying into global theatre operations directly impacting national security at home and abroad.
