About this opportunity

The Department of the Navy Naval Air Systems Command is seeking small businesses to procure sixteen (16) Parachute Landing Fall (PLF) landing mats for Naval Aviation Survival Training Program (NASTP) sites across the United States. The landing mats must be 6 feet x 12 feet x 8 inches, capable of withstanding extensive use, easy to clean, and have folding capabilities. Interested small businesses must submit a five-page response detailing their firm's information, socio-economic status, capabilities, and potential teaming partners by June 2, 2025, at 3:00 PM EST. Contractors must be eligible for Non-Critical Sensitive work and have a favorably adjudicated Tier-3 investigation. The Navy will evaluate responses based on companies' capabilities, socio-economic status, and ability to meet the specific landing mat requirements for naval survival training.

The procurement will be conducted under NAICS code 339920 (Sporting and Athletic Goods Manufacturing) with a small business size standard of 750 employees, and while there is no specific set-aside designated, the opportunity is primarily targeted at small businesses. The contract will be a Firm Fixed Price procurement, with the Request for Proposal anticipated in August 2025 and contract award expected in February 2026. Delivery of the sixteen landing mats is expected within three months of award, with two mats to be delivered to each of eight Aviation Survival Training Centers located in Florida, North Carolina, Maryland, Virginia, and California. The mats will be used specifically for parachute descent training, supporting critical naval aviation survival training programs. The total procurement appears to be focused on equipping multiple training locations with standardized, high-quality landing equipment to support pilot and aircrew safety training.
