Update #6 ·
NAVAIR Strategic Sourcing for Contracted Maintenance, Modification, Aircrew, and Related Services (CMMARS)
Sources Sought
Naval Air Systems Command (NAVAIR), Patuxent River, MD is conducting a Market Survey of Industry to determine potential interested sources that have the skills and experience required to successfully provide Contractor Logistics Support (CLS) for Contracted Maintenance, Modification, Aircrew and Related Services (CMMARS) for aviation platforms and associated equipment. The Fast Acquisition Solutions To Enable Readiness (FASTER) Acquisition Cell is the requiring office for this contract vehicle.
This Sources Sought is a follow on to the Request for Information (RFI) solicitation number N61340-17-R-0060 that was posted on 30 March 2017.
In the RFI, the Government stated its intentions to issue a Multiple Award Contract (MAC) for Indefinite-Delivery Indefinite-Quantity (IDIQ) requirements under the following North American Industry Classification Systems (NAICS) Codes: 488190, 336411, 336412, and 336413. As of 6 June 2017, the most likely NAICS code is 488190. There is a desire for services provided under this contract to be divided into small and unrestricted business pools based on criteria established during the requirements definition period.
Based on Industry’s response to the initial RFI, the Government has a concern regarding the number of capable small businesses that can meet entire platform requirement at all CONUS and OCONUS sites to qualify as a MAC awardee in the small business pool.
In its desire to grow CMMARS small business participation, the Government is interested in the plausibility of small businesses forming a relationship with large businesses to strengthen their capability to satisfy these requirements. The results of this Sources Sought will be utilized to determine what Small Business Set-Aside opportunities exist within the MAC. All Small Business Set-Aside categories will be considered. Response to this Sources Sought is requested even if a RFI response was submitted in the past. The Government plans to hold an industry day within the next six months in the Patuxent River, MD area.
The prospective CMMARS Small Business requirements with notional task award years, may include the following, but not limited to:

If so, which type of arrangement would you be willing to consider?
3b.
If your company is a large business, would you be interested in forming one of these arrangements with a small business to assist them in establishing the capabilities necessary to compete in the small business pool? If so, which type of arrangement would you be willing to consider?
Classified material SHALL NOT be submitted. All proprietary or corporate data received shall be clearly identified and will be protected from release to sources outside the Government. Any resulting contract is anticipated to have a security classification level of Secret at time of contract award for personnel and facilities clearances.
One electronically submitted response shall be received no later than 2:00pm Eastern Time on 26 June 2017 and reference: NAVAIR STRATEGIC SOURCING FOR CONTRACTED MAINTENANCE, MODIFICATION, AIRCREW, AND RELATED SERVICES (CMMARS).

If so, please provide details to include the contract number (if applicable), the name of the company with whom you have teamed, and how this arrangement adds to your capabilities and ability to reduce risk.
2. What is your company’s perspective, to include advantages and/or disadvantages to each type of arrangement?
3a. If your company is a small business, would you consider forming one of these arrangements with a large business, if necessary, in order to have the capabilities required to propose as the prime contractor in the small business pool of the CMMARS contract? If so, which type of arrangement would you be willing to consider?
3b.
If your company is a large business, would you be interested in forming one of these arrangements with a small business to assist them in establishing the capabilities necessary to compete in the small business pool? If so, which type of arrangement would you be willing to consider?

Request for Information (RFI)
NAVAIR Strategic Sourcing for Contracted Maintenance, Modification, Aircrew, and Related Services (CMMARS)
**This RFI has been posted to multiple NAICS codes. Interested businesses can provide one consolidated response**
Naval Air Systems Command (NAVAIR) has established an acquisition cell to execute the Fast Acquisition Solutions To Enable Readiness (FASTER) initiative. The FASTER acquisition cell will manage strategic sourcing contract vehicles for Contracted Maintenance, Modification, Aircrew and Related Services (CMMARS).
The CMMARS contract vehicles will be used by several Government entities such as Naval Fleet activities, NAVAIR Program Offices, and supporting competencies.
Non-Navy customers will also be able to use the established contract vehicles. The FASTER acquisition cell will support Government customers in the development of RFPs, conduct of source selections, retention and use of lessons learned, use of standard CLS tools and processes, and support for customers in the management of contract execution. FASTER has two primary goals, improving the quality of contracted services and shortening the time to award.
This is the first Request for Information (RFI) regarding the FASTER Strategic Sourcing CMMARS initiative. NAVAIR is requesting information that will be used for planning purposes to determine if NAVAIR Strategic Sourcing for CMMARS is warranted and if so, in what manner.
Both large and small businesses are encouraged to respond.
The Government intends for the NAVAIR Strategic Sourcing for CMMARS to be a Multiple Award Contract (MAC) for Indefinite-Delivery Indefinite-Quantity (IDIQ) requirements. The services provided under this contract will be divided into small and unrestricted business pools based on criteria established during the requirements definition period. Contracts awarded at the MAC level may be based on Past Performance, Corporate Experience, Technical and Cost/Price (order of importance to be determined with the RFP). Task order awards may be made based on Technical approach, Cost/Price, and other factors as appropriate. The Government intends to use a combination of source selection approaches including best value tradeoff and lowest price technically acceptable (LPTA).
The CMMARS multiple award contract and associated task orders will be used to procure Contractor Logistics Support (CLS) for maintenance, modification, aircrew and related services for aviation platforms and associated equipment.
Additionally, CMMARS will be used for heavy depot maintenance requirements and workload to augment the Organic capabilities of the Depots. Currently, this work is done on numerous platform CLS contracts totaling an annual procurement value of between $1B and $2B.
NAVAIR is considering the use of Strategic Sourcing in an effort to mitigate the current industry trends that are creating adverse impacts on fleet operations. The adverse trends include unrealistic proposals, unrealistic margins, poor readiness, and declining quality of service to the Fleet.
The Government intends to closely monitor contractor performance of the task orders awarded. If a contractor fails to meet all contract requirements they may be removed from the task order pool using a process called “off rampingâ€.
On-Ramping will also be used to maintain a consistent level of competition within the established pool.
The Government plans to award CMMARS under the following North American Industry Classification System (NAICS) Codes: 488190: Aircraft ferrying services, aircraft inspection services, aircraft maintenance and repair services (except factory conversion, factory overhaul, factory rebuilding), aircraft testing services, fueling aircraft on a contract or fee basis, independent pilot, air (except owner-operators), inspection services, aircraft testing services; NAICS Code 336411: Aircraft Manufacturing (manufacturing or assembling complete aircraft; developing and making aircraft prototypes; aircraft conversion (i.e., major modifications to systems); and complete aircraft overhaul and rebuilding (i.e., periodic restoration of aircraft to approved design specifications); NAICS Code 336412: Aircraft engine repair/overhaul, Aircraft engine rebuilding; and NAICS Code 336413: Aircraft Propeller repair/overhaul and Aircraft Landing Gear repair/overhaul.

The Government intends to allow award of firm-fixed-price, time and materials, cost reimbursement, and cost-plus-incentive-fee task orders under the NAVAIR Strategic Sourcing for CMMARS contract. The contract type will be determined at the individual task order and CLIN levels.
The Government intends to have offerors compete for a “bucket†of work (the bucket of work may be awarded in one or many task orders), limited to duration of approximately five years that will be executed over one or many task orders.
Funds may be obligated and de-obligated as required to meet Government requirements and funding constraints to meet the Fleet’s Operational Tempo and existing constraints (i.e., facilities, GFP, etc.)
The Government intends for the ordering period for the NAVAIR Strategic Sourcing CMMARS contract to be approximately five (5) years with options for additional one year ordering periods. Any valid order placed may have an allowable duration of five years or till the end of the contract, whichever is shorter. The resultant contract instrument is thus set for 10-year duration. The period of performance or performance delivery dates for task orders will be determined at the individual task order level.
The Government may use minimum fee provisions for cost reimbursement, fixed price, incentive fee, and time and material task orders.
The Government may use maximum fee for pass-through for unrestricted pool participants. Any offeror proposing fee below the minimum may be considered an unacceptable performance risk to the Government and the offerors proposal may be considered deficient and therefore eliminated from a task order competition.
-------------------------------------------------------------------------------------------------------------
The Government will not award a contract on the basis of this RFI and will not reimburse or to otherwise pay for any information received. This RFI is issued for the purpose of encouraging communication and exchanges of information between the Government and interested parties.
Responses to this request are voluntary and the Government will not pay any direct or indirect costs for any information or materials received in response to this RFI. Proprietary data shall not be submitted.
Potential offerors are requested to provide the following information: company name, company address, CAGE code, DUNS number, size status based on the NAICS codes (small or large business), socio-economic category/categories (as applicable for small business) and company point of contact name, title, phone number, and e-mail address.
Please provide comments or questions regarding the proposed strategic service contract described in this RFI. Specifically:
1. Does your company have experience (in the last 5 years) in providing these types of services? Please provide details including contract numbers to demonstrate experience claimed.
2. What is your company’s core business?
3. The Government plans to use Multiple Award Contract (MAC) for Indefinite-Delivery Indefinite-Quantity (IDIQ).
a. Do you have experience with MAC/IDIQ contracts?
b. If so, what are your perceived advantages/disadvantages?
c. What challenges do you perceive with this contract approach and what mitigating steps could the Government or contractor take to ensure success?
4. What is your company’s perspective on the use of Strategic Sourcing as described above and the use of a MAC IDIQ construct to fill these requirements? Do you have a recommended contract vehicle/contract type to improve service quality to the Fleet? What techniques might the Government consider to encourage contractors to price CLS appropriately and not underbid requirements?
5. The MAC will allow for task orders to be placed using NAICS Codes 488190, 336411, 336412, and 336413.
Do you have any concerns with the use of these NAICS Codes for this acquisition? Do you suggest changing or utilizing other NAICS codes? What is your rationale for your recommendations?
6. What is your company’s position with respect to the proposed selection criteria for the strategic vehicle and the task orders? What selection criteria would you recommend? What is your rationale for your recommendation?
7. The Government intends to use off-ramping to promote increased contractor performance and reduce contractor buy-in. What is your experience with off ramping? Was that experience positive or negative? Did it improve contract performance and accountability? Please explain.
8. The Government is considering a minimum fee requirement.
What is your company’s perspective on setting a minimum fee? What minimum fees are appropriate to this type of work?
9. What experience do you have with Cyber requirements? What impacts do you foresee due to Cyber requirements? What Cyber requirements should the government include in a strategic sourcing contract for CMMARS?
10. The Government intends to limit the number of winners in each pool. What criteria would you recommend to set the number of winners in each pool? What is your rationale for the recommended number?
11. What is your company’s position with respect to contract duration? Is the duration too long? Too short? What is the rationale for your position?
12. Can you recommend performance metrics that balance the interests of the Government and contactor for task orders awarded?
13. Please identify any recommendations, concerns, or thoughts you may have on this strategy?
14. Does your company intend to propose on the NAVAIR Strategic Sourcing for CMMARS contract as a prime contractor or as a subcontractor and why?
