About this opportunity

The U.S. Fish and Wildlife Service is soliciting quotations for approximately 36,000 pounds of native seeds to support restoration efforts at Hill Air Force Base in Utah under solicitation number 140F0S26Q0016. The requirement encompasses three distinct seed mixes (Greenstrip Mix, Drill Mix, and Broadcast Mix) designed for application across approximately 1,800 acres on the Utah Test & Training Range in Box Elder County, with seeds to be provided in 50-pound bags at a rate of roughly 20 bulk pounds per acre. Native shrub and forb seeds must be collected from the Great Basin north of I-70 or Snake River Plain, with specific exceptions for adapted varieties including Alfalfa, Small Burnet, Yellow Sweet Clover, Forage Kochia, and Blue Flax known to be adapted to Box Elder County; all grasses must be known varieties adapted to Box Elder County. Technical acceptability, including past performance reviewed through CPARS, is significantly more important than price, with the award going to the lowest-priced technically acceptable offer. Quotations must be submitted electronically to Robert_sung@fws.gov with subject line "140F0S25Q0016 - UTAH SEED," and all offers must acknowledge receipt of the solicitation amendments and include a non-price section demonstrating understanding of native seed standards and documenting seed origin locations. The original offer due date was March 3, 2026, though Amendment 0002 (issued February 26, 2026) extends the deadline, and questions must be submitted three days prior to the closing deadline.

This solicitation is designated as a Total Small Business set-aside under NAICS code 113210 (Forest Nurseries and Gathering of Forest Products) with a size standard of $20.5 million, and no incumbent contractor or current award value is identified in the documentation provided. The period of performance runs from March 9, 2026, through April 15, 2026, with delivery and billing required to be complete by April 15, 2026, due to expiring fiscal funds. Successful offerors must provide liability insurance of $500,000 per person, per occurrence, and per property damage, and must comply with standard federal contracting requirements including labor standards, equal opportunity, and sustainability provisions. The contract will be administered and delivered to the Fish and Wildlife Service Utah Ecological Services Field Office located at 2369 West Orton Circle, Suite 50, West Valley City, UT 84119-7603, with Robert Sung serving as the contracting officer. Offerors must complete all applicable representations and certifications in the System for Award Management and are subject to invoice processing through the federal government's IPP system.
