About this opportunity

The Federal Bureau of Prisons Facilities Management Branch is conducting a Request for Information to assess vendor capabilities for nationwide asphalt and hard tac supply supporting road paving operations across approximately 122 BOP correctional facilities, with responses due July 29, 2026. This is market research under FAR Part 10 and does not constitute a solicitation or form the basis for contract award.

The RFI seeks vendors capable of supplying materials for up to 10 projects annually over five years. Respondents must demonstrate nationwide distribution capacity, warehousing locations, and ability to ship directly to federal institutions while complying with varying state and local regulations. Vendors should identify whether they are manufacturers, distributors, brokers, or resellers and specify anticipated asphalt plants or suppliers.

Technical compliance requirements include AASHTO pavement design standards, California Bearing Ratio specifications, and hot mix asphalt paving requirements for various traffic classifications. Vendors must address product availability including asphalt types, strength specifications, hard tac offerings, unit packaging configurations, shipping limitations, and Safety Data Sheets. Pricing structures should be identified as fixed, index-based, or regional. Operational capabilities must cover national distribution, lead times, backorder mitigation, inventory management, and product traceability.

Responses are limited to 10–15 pages, excluding attachments, and must be submitted via email to bwilson1@bop.gov with subject line "RFI-BOP-Asphalt and Hard Tac Supply." The Government will not reimburse response preparation costs.
