About this opportunity

The Centers for Medicare and Medicaid Services (CMS) is conducting a non-competitive sole source procurement for National Student Clearinghouse (NSC) Enrollment Verification Services to support Medicaid eligibility verification and program compliance processes. The services will integrate NSC enrollment verification capabilities into a CMS API-based ecosystem to enable state Medicaid agencies to verify educational enrollment status for applicants and beneficiaries, directly supporting federal eligibility verification requirements under 42 CFR Part 435 and preparing CMS for the One Big Beautiful Bill Act (HR1) community engagement verification requirements effective January 2027. Key contract requirements include API access and integration documentation due within 30 days of award, testing environments with relevant test data, weekly and monthly usage reports, monthly financial reports disaggregated by state, technical briefings as requested, and 99.5% uptime availability with API response times and critical incident acknowledgment within one hour. While this is designated as a sole source procurement with NSC, all responsible sources may submit capability statements, proposals, or quotations for agency consideration; all proposals must include a Performance Work Statement (PWS) and be submitted electronically. The deadline for proposal submission is May 4, 2026.

This procurement has no set-aside restrictions and includes no specified award value or budget range in the available solicitation materials. The contract will be structured as a firm-fixed-price delivery order with a base period from May 14, 2026 through May 13, 2027, followed by two optional one-year periods (Option Period 1: May 14, 2027 through May 13, 2028; Option Period 2: May 14, 2028 through May 13, 2029), with integration readiness prioritized no later than June 1, 2026. All work is remote with no physical place of performance required, though the government place of performance is identified as Windsor Mill, Maryland. Contractors must comply with comprehensive federal security, privacy, and encryption requirements including NIST SP 800-53 controls, FERPA requirements for student education records, FIPS 140 encryption validation, Privacy Act compliance, and employee background investigations.
