About this opportunity
The U.S. Space Force Space Systems Command is conducting an Industry Day on 26 August 2026 at Los Angeles Air Force Base to brief Launch Service Providers on Phase 3 Lane 1 IDIQ on-ramp procedures and upcoming Launch Service Task Order competitions. Registration closes 5 August 2026. In-person attendance is required; participants must be U.S. citizens and complete the participant request form, providing identification details for up to five attendees.
Phase 3 Lane 1 consists of multiple-award IDIQ contracts with an Authority-to-Proceed through Fiscal Year 2029 and a single five-year option. The program procures responsive launch services delivering 15,000 pounds to Low Earth Orbit using medium to heavy lift capabilities with Fixed Firm Price awards. Lane 1 targets risk-tolerant space vehicles requiring only a subset of NSSL requirements; awardees compete for approximately 22 missions annually via task order competitions. Multiple launches may satisfy the 15,000-pound minimum requirement (minimum 2,200 pounds per launch), and no certification is required. Current base award holders are SpaceX, United Launch Alliance, Blue Origin, Rocket Lab, Stoke, Relativity, and Impulse Space.
The Industry Day agenda runs 0800–1700 Pacific Time on 26 August, featuring a general session (0800–1000), one-on-one breakout sessions (1000–1200 and 1300–1700), and mission briefings from the National Reconnaissance Office, Space Development Network, and Space Development Agency. The FY27 on-ramp RFP releases by end of October 2026, with proposals due mid-December 2026 through PIEE Solicitation Module. Registration forms submit to Sadia Holmes (sadia.mooring@spaceforce.mil) and Maj Minh Pham (minh.pham.1@spaceforce.mil) by 1300 Pacific Time on 5 August 2026.

Update #2 · Latest ·
2 September 2026: This notice has been updated to include the NSSL Phase 3 Lane 1 Industry Day Briefing
---------------------------------------------------------------------------------------
This is an Industry Day announcement.
The Phase 3 Lane 1 Industry Day will cover the details and timeline for on-ramping additional Launch Service Providers (LSPs), as well as the details and timelines for the upcoming Launch Service Task Orders (LSTOs) that will be competed amongst LSPs that have been awarded a Lane 1 Indefinite-Delivery Indefinite-Quantity (IDIQ) contract.
A. NSSL Phase 3 Lane 1 Overview
The United States Space Force (USSF) Space Systems Command, National Security Space Launch (NSSL) Program task is to deliver national security space capability to the warfighter to deter/defeat the pacing challenge. The NSSL Phase 3 Lane 1 approach to meet this task is to provide space access to the integrated space architecture at affordable prices. Phase 3 Lane 1 consists of multiple award IDIQ contracts with an Authority-to-Proceed (ATP)-to-Fiscal Year 2029 (FY29) ordering period, and a single five-year option. Lane 1 launch services will be procured via LSTOs.
Lane 1 provides awardees who can meet a subset of the NSSL requirements, the opportunity to compete for ~22 missions via annual task order competitions. The NSSL program has implemented a tiered mission assurance approach that inherently accepts a higher risk to mission success to address mission specific needs. The NSSL Phase 3 Industry Day will also introduce the market research initiative for the future acquisition following Phase 3.
