About this opportunity

The Department of the Air Force Space Command Space and Missile Systems Center has awarded modifications to seven previously awarded IDIQ contracts for National Security Space Launch (NSSL) Phase 3 Lane 1, increasing the cumulative ceiling by $11.4 billion to a total of $17 billion on a limited-sources basis.

The awarded contractors are United Launch Services, LLC (Centennial, Colorado); Blue Origin, LLC (Merritt Island, Florida); Space Exploration Technologies Corp. (Hawthorne, California); Stoke Space Technologies, Inc. (Renton, Washington); Rocket Lab USA Inc (Long Beach, California); Impulse Space, Inc. (Redondo Beach, California); and Relativity Federal, Inc. (Long Beach, California).

The justification cites an unforeseen expansion of missions requiring an increase from the prior $5.6 billion ceiling. The Government identified these current contract holders and FY26 on-ramp awardees as the only Launch Service Providers capable of meeting Air Force requirements, including the ability to achieve at least 15,000 pounds mass-to-orbit to Low Earth Orbit, maintain AS9100 certification, and conduct mission assurance activities. Initiating a separate competition would result in unacceptable delays exceeding 180 days and jeopardize critical national security satellite launch requirements supporting approximately 500 satellite vehicles by the end of calendar year 2026. Statutory authority is cited as 10 U.S.C. 3204(a)(1). The basic ordering period spans FY25–FY29, with an option period of five years, and launch services are procured through firm-fixed-price task orders on an annual basis.
