About this opportunity
The Federal Highway Administration seeks development of a product specification and conceptual model for a National Road Network dataset representing all public roads in the United States, with quotations due February 24, 2026. The procurement is a total small business set-aside under NAICS 541370 (Surveying and Mapping Services) with a $19.0 million size standard.
Place of performance is the United States. The contract runs twelve months from award on a firm fixed price basis. The contractor must establish separate directional centerlines for divided facilities, use linear referencing systems for linear representation, apply FGDC/ISO 19115 metadata standards, and ensure full Section 508 accessibility for all deliverables. Deliverables must be provided in platform-neutral formats including Google Docs, Microsoft Office (2010 or later), Adobe PDF, or visualization software such as ArcGIS or Tableau. The specification will define data validation criteria and annual update procedures for Highway Performance Monitoring System (HPMS) and secondary source data. Work encompasses seven mandatory tasks over twelve months—meetings and coordination, requirements documentation, data source identification, product specification and conceptual model creation with demonstrations for pilot states in the Southeast Region, validation and enhancement criteria, annual update procedures, and final reports—plus one optional task for external professional conference presentations. Optional travel costs are not to exceed $10,000. Subcontracting is permitted if the small business prime performs at least 50 percent of the work. No incumbent exists; prior 2020 pilot work was performed by Applied Geographic, Inc. Technical quotations are limited to 15 pages excluding resumes capped at two pages each. Amendment A001, posted February 6, added TAR Clause 1252.239-70 regarding security requirements for unclassified information technology resources. The contracting officer is Josephine Helms; Stephen Hickok serves as Contracting Officer's Representative. All contractors must maintain current active SAM.gov registration and comply with small business subcontracting, security prohibitions, and labor standards requirements.
Notice text
The objective of the contract is to define a product specification and data structure to represent the National Road Network (NRN). The deliverables from this project will be documentation that defines a spatial framework to geolocate features and attributes to support safety analysis, planning applications, freight analysis, conditions, emergency response, asset management and project locations related to all public roads in the United States.
Using the defined specification, a conceptual model will be created with data from the Highway Performance Monitoring System (HPMS) and other secondary sources. The working conceptual model will be demonstrated showing how it addresses the business requirements listed above for pilot states that have been identified for the NRN initiative. The specification will define data validation criteria and network maintenance procedures to be used as annual HPMS and other sources are received.
