About this opportunity

The United States Army Corps of Engineers, Portland District, intends to award a noncompetitive firm fixed price contract to the Confederated Tribes of the Warm Springs Reservation of Oregon before September 30, 2026, for preparation of a National Register of Historic Places determination of eligibility for the Lower Deschutes River Area under the 2009 Systemwide Programmatic Agreement implementing Section 106 of the National Historic Preservation Act.

The contractor will compile NRHP eligibility documentation for the Lower Deschutes River Area under criteria A–D (36 CFR 60.4), documenting and recommending NRHP eligibility of Confederated Tribes traditional cultural properties and historic properties of religious and cultural significance using National Park Service 10-900 forms with GIS boundary data. The contractor will also prepare a NRHP determination of eligibility for one archaeological site in letter report format and update the corresponding site form.

USACE justifies noncompetitive award on the grounds that the work requires technical expertise and access to unique and confidential information held exclusively by the Confederated Tribes, a federally recognized tribe, and that no known alternatives possess knowledge of tribal history or authorization to represent the tribe's interests. Work is performed on behalf of Confederated Tribes lands in the Lower Deschutes River Area, Oregon. The procurement is coded to NAICS 541720 (Research and Development in the Social Sciences and Humanities) and PSC B503 (Special Studies/Analysis—Archeological/Paleontological).

A pre-solicitation comment period closes July 10, 2026.
