About this opportunity

The Defense Health Agency issued a Notice of Intent on May 7, 2026 to award a sole source contract to the National Quality Forum for membership access, with a response deadline of May 22, 2026; interested parties may submit clear and convincing evidence that competition would be advantageous to the Government within this 15-calendar-day window.

DHA seeks membership access to leverage NQF-endorsed measures and healthcare practices as evidence-based approaches for improving care and evaluating performance within the Military Health System. NQF is the only nationally recognized consensus-based healthcare organization as defined by the Office of Management and Budget, uniquely positioned to develop and endorse performance measurement standards aligned with national priorities that enhance the health and readiness of service members and their families while ensuring military force readiness.

The procurement is classified under NAICS 541690 (Other Scientific and Technical Consulting Services) and PSC R499 (Support Professional: Other), with a size standard of $19 million. No set-aside applies. Respondents must submit evidence demonstrating that competition would benefit the Government; the agency retains discretion to proceed with the sole source award regardless of submissions received, and will provide no cost reimbursement for capability statements. Direct inquiries to John A. Culmer (John.a.culmer.civ@health.mil) or Nakaura Yusuf (nakaura.yusuf.civ@health.mil) at the Professional Services Contracting Division, 7700 Arlington Boulevard, Falls Church, Virginia 22042.

Notice text

DHA seeks to award a sole source contract with National Quality Forum (NQF) to provide access to membership which provides for endorsement of standards for performance measurement and providing a framework for evaluating healthcare practices as part of a consensus-based entity that convenes diverse stakeholders to develop and endorse measures widely accepted across the healthcare industry and aligned with national priorities that enhance the health and readiness of service members and their families while ensuring the readiness of military forces.  NQF is the only nationally recognized consensus-based healthcare organization as defined by the Office of Management and Budget (OMB). This unique status allows the federal government to rely on NQF-defined measures or healthcare practices as the best, evidence-based approaches to improving care. The federal government, states, and private-sector organizations use NQF’s endorsed measures, which must meet rigorous criteria, to evaluate performance and share information with patients and their families.
