About this opportunity

The Centers for Medicare and Medicaid Services is issuing a Request for Information on National Provider Directory (NPD) Work Areas A and E: Ground Truth Datasets and Data Aggregation, Quality & Assurance Services, with responses due July 10, 2026. This is market research only and does not constitute a procurement commitment. No set-aside applies. CMS seeks vendor capability and cost information for a five-year engagement (one-year base plus four one-year option periods) to establish and operate a trusted healthcare provider information database supporting care coordination and administrative efficiency.

Work Area A requires ground truth data sourcing and licensing from authoritative external sources including state licensing boards, board certification organizations, credentialing platforms (CAQH), pharmacy data providers, hospital data sources, and health plan/payer networks. A non-negotiable requirement mandates that all data licensing agreements explicitly permit CMS to freely publish reconciled NPD data without downstream licensing obligations. Contractors must deliver normalized data files weekly via designated storage and achieve Initial Operating Capability within 30 days of award with data from at least five sources.

Work Area E establishes outcome-based quality assurance through dual-end validation, requiring contractors to deliver measurable data corrections and enrichments, provide structured feedback to inform sourcing decisions, and achieve Initial Operating Capability within 45 days of award. Performance metrics include 95 percent on-schedule delivery, 90 percent intake validation pass rates, 30-day issue resolution, 75–85 percent correction acceptance rates, and 100 percent license-free output compliance. Work is remote-first; all personnel require security clearance and background investigation per CMS requirements. Offerors must propose for both work areas; single work area proposals will not be considered. Responses should address data source authority, licensing negotiation experience, IOC feasibility, data quality improvement methodologies, SOO gaps, and estimated market cost ranges for each work area.
