About this opportunity
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention, Division of Workplace Programs, is issuing a Request for Information and Sources Sought Notice to identify qualified sources capable of supporting the National Laboratory Certification Program, with responses due August 24, 2026. No set-aside is anticipated; the applicable NAICS code is 541690 (Other Scientific and Technical Consulting Services).
The NLCP is a mission-critical federal program that certifies and oversees HHS-certified forensic drug-testing laboratories serving federal agencies and industries regulated by the Department of Transportation and Nuclear Regulatory Commission. The program ensures scientific reliability, forensic validity, and legal supportability of drug testing results under the Mandatory Guidelines for Federal Workplace Drug Testing Programs.
The anticipated requirement encompasses six core objectives: Controlled Substance Management (obtaining, storing, and handling drug standards for performance testing validation); Laboratory Performance & Remediation (conducting technical evaluations and supporting corrective actions); Oversight & Inspection (maintaining semiannual laboratory inspections, approximately 100 annually); Subject Matter Expertise (providing qualified federal workplace drug testing laboratory science); Applied Studies & Specialized Testing (conducting studies on emerging drug threats and alternative specimen types); and Program Administration & Cost Recovery (supporting inspector training, data management, and cost-recovery functions through laboratory participation fees).
Responses must address commercial availability, forensic toxicology capability, day-one staffing and transition strategies, small-business feasibility, and risk identification. The contractor must demonstrate immediate readiness and assume all program responsibilities without service disruption. The government has not determined final acquisition strategy; responses will inform market research and future solicitation planning. Responses should not exceed 11 pages and must be emailed to David Romley (david.romley@hrsa.gov) with copy to Elizabeth Van Absher (EVanAbsher@HRSA.Gov).
