About this opportunity
The Naval Air Systems Command (NAVAIR) intends to award a sole source delivery order to Raytheon Company for managing and integrating upgrades to APG-79 Advanced Electronically Scanned Array (AESA) Radar Production Test Stations, in compliance with the latest National Industrial Security Program (NISPOM) requirements. The contract will be executed under Basic Ordering Agreement N0001920G0007, with NAVAIR determining Raytheon as the only responsible source capable of meeting government needs due to their exclusive design, development, and manufacturing capabilities for the APG-79 AESA radar system. The procurement is being pursued under U.S.C. 2304(c)(1) statutory authority, as implemented by Federal Acquisition Regulation 6.302-1, which allows for a single source when no other suppliers can satisfy agency requirements. The government lacks the technical data package with Government Purpose Rights for the radar system, further necessitating Raytheon's involvement. This pre-solicitation notice is published for informational purposes and is not a request for competitive proposals.
The contract opportunity does not have a specific set-aside designation and is structured as a sole source award to Raytheon Company. The period of performance is estimated from April 1, 2025, through March 31, 2026, covering approximately one year of radar production test station upgrades. While specific contract value details are not provided, the procurement is focused on the Aircraft Manufacturing sector (NAICS 336411) and involves Radar Equipment (PSC 5841). The opportunity is specifically tied to the Naval Air Systems Command's requirements for the APG-79 AESA radar system used in USN and Foreign Military Sales aircraft weapon systems. The pre-solicitation was posted on December 20, 2024, with a response due date of January 4, 2025, indicating a relatively short window for potential vendor interaction.
