About this opportunity
The Defense Health Agency issued a Notice of Intent on May 12, 2026 to award a sole-source contract to the National Commission Quality Assurance (NCQA) for access to Quality Compass Healthcare Effectiveness Data and Information Set (HEDIS) benchmarks, with a response deadline of May 27, 2026. This is not a competitive solicitation; NCQA is the only organization that produces national HEDIS benchmark data in the United States, as the data are proprietary to NCQA.
DHA uses NCQA methodologies to develop health plan performance measures for clinical quality evaluation across the Military Health System's direct and indirect care delivery. The HEDIS benchmarks enable DHA to compare Military Treatment Facility and purchased care provider performance both internally and against civilian sector norms. HEDIS is the healthcare industry's most widely adopted performance tool, used by over 90 percent of health plans covering more than 191 million enrollees. DHA requires access to these civilian benchmark data to conduct the significant programming and data analysis necessary to ensure methodological technical correctness and support year-to-year performance trending.
No solicitation package will be issued, and email requests for further information will not be honored.
