About this opportunity
U.S. Customs and Border Protection is issuing a Request for Information for aircraft maintenance and logistic services supporting approximately 200 mixed-platform aircraft across 36 Aviation Operational Sites, with final responses due June 29, 2026 at 1:00 PM Eastern Time. This is market research only; no costs are reimbursable.
CBP anticipates issuing two concurrent Requests for Proposals. RFP #1 will be a standalone contract with a single awardee covering organizational-level maintenance, unscheduled maintenance, logistics and supply chain support, surge efforts, materials and supplies, and travel at government-owned facilities. RFP #2 will be a multiple-award IDIQ with three separate tracks—Track 1 (Minor and Major Modifications), Track 2 (Intermediate-Level Maintenance and Repair), and Track 3 (Depot-Level Repair)—with up to three contractors per track and performance at contractor or government facilities. A secure hangar facility is required at IDIQ award for all tracks.
The fleet comprises fixed-wing aircraft (Beechcraft B200/B350/C12, Cessna C206, De Havilland DHC-8, Pilatus PC-12, Lockheed Martin P-3 Orion, and C-130J) and rotary-wing aircraft (Airbus AS350B/H125, Lockheed Martin UH60/HH60), executing approximately 85,000 flying hours annually across the Western Hemisphere. All aircraft operate under Title 14 CFR with OEM-recommended maintenance schedules.
The current incumbent contractor is Amentum Services Inc. (Contract 70B02C21C00000005), supporting 613 Full-Time Equivalents. RFP #1 is anticipated to carry a 5-year duration with potential option years. Personnel require Tier 4 Public Trust clearances and background checks. The government seeks industry feedback on contract type recommendations and performance metrics related to aircraft availability, turnaround time, cost performance, and mission readiness. C-130J aircraft integration is anticipated in Fiscal Year 2028 as an option year effort. No estimated RFP release date has been determined.
Vendor questions are due June 22, 2026 at 1:00 PM Eastern Time. Submit responses as 10-page Microsoft Word documents to Contracting Officer Caitlin Jenkins at caitlin.m.jenkins@cbp.dhs.gov.
