About this opportunity
The U.S. Department of Education is seeking capability statements and feedback to conduct a review of cost structures for the National Assessment of Educational Progress (NAEP). Interested parties must submit capability statements by October 21, 2022 addressing technical approach, management methodology, and experience in areas such as cost analysis for assessments, psychometrics, sampling methodologies, and digital platforms. The review aims to identify key aspects of NAEP's cost structure, compare it to similar large-scale assessments, and recommend process redesigns and contract structures to improve cost efficiency while maintaining quality, timeliness, and trend measurement.
There is no set-aside designation for this procurement. The NAICS code is 541910 for marketing research and public opinion polling and the PSC code is R425 for assessment services. The current NAEP Alliance contracts are held by Westat, Educational Testing Service, and HumRRO which expire in 2024. The Department seeks this review and market research to inform acquisition planning for the follow-on NAEP Alliance contracts but has not provided an estimated value, quantity, or period of performance for the potential new contracts.
