About this opportunity
The U.S. Army Corps of Engineers, Jacksonville District has issued a Special Notice regarding its intent to award a sole-source contract to Amelia Island Sea Turtle Watch for environmental monitoring services. The contract will support the Nassau County Shoreline Protection Project by conducting monitoring activities for threatened and endangered sea turtle species, piping plovers, and rufa red knots within the project area. This procurement falls under NAICS code 541620 for Environmental Consulting Services and is classified as a Special Studies/Analysis Environmental Assessment under PSC category B510. The notice was posted on July 25, 2025, with responses due by July 30, 2025. The Jacksonville District plans to use other than full and open competition procedures under FAR 13.106-l(b)(l) for this acquisition.
The sole-source justification stems from Florida's regulatory framework governing marine turtle-related activities, which is administered by the Florida Fish and Wildlife Conservation Commission. Under this program, only one marine turtle permit is issued per beach to ensure responsible management of turtle habitats and populations, and Amelia Island Sea Turtle Watch holds the exclusive Marine Turtle Permit for the Nassau County project locations specified in the Performance Work Statement. Due to this unique regulatory requirement, no formal solicitation will be posted for this procurement. Potential sources interested in future similar acquisitions may contact Ms. Florutha A Robinson at (904) 232-2077 or Mr. Gary R Weir at (904) 232-3055 to discuss their capabilities. The contract's primary objective is to ensure compliance with environmental protection requirements while supporting the Nassau County Shoreline Protection Project's implementation.
