About this opportunity
The U.S. Army Corps of Engineers Nashville District is conducting market research through this sources sought notice to identify qualified vendors capable of providing fuel and lubricant services under a Blanket Purchase Agreement (BPA). The procurement covers diesel fuel, turbine oil, lubricating oil, and insulating oil to support navigation fleet operations, locks, and hydropower plants along the Cumberland and Tennessee Rivers in Kentucky and Tennessee. Interested vendors must demonstrate capabilities to supply products meeting strict ASTM standards, conduct compatibility testing, provide certified test data, and deliver to multiple locations across the district's area of responsibility. The government seeks companies that can handle all labor, materials, and equipment necessary for fuel and lubricant supply operations, with particular attention to oil cleanliness, proper storage, and transportation requirements. Capability statements must be submitted by 1:00 PM Central Time on October 14, 2025, to support the government's acquisition planning and competition assessment.
This pre-solicitation notice indicates no set-aside designation has been determined, as the final acquisition strategy will depend on the responses received from the market research effort. The document does not identify any incumbent contractors or current service providers for these fuel and lubricant requirements. No specific award values or budget ranges are disclosed in the sources sought announcement, though the BPA structure allows for individual call orders with maximum limits of $2,500 for Ordering Officers and $250,000 for Contracting Officers. The anticipated agreement term spans five years, covering ongoing repetitive needs for fuel and lubricant supplies across the Nashville District's operational facilities. The final solicitation will be posted on SAM.gov under keyword "W912P5" once the market research phase concludes and the government determines the appropriate acquisition approach.
