About this opportunity
NASA Johnson Space Center is issuing a Request for Information (RFI) with a capabilities statement deadline of July 6, 2026 to identify industry partners who can provide underwater training and testing services on a commercially available platform. This is not a solicitation for quotes or proposals and carries no government obligation for award; JSC states that any subsequent RFQ or RFP will be posted separately at a future date.
The Performance Work Statement requires the contractor to deliver a multi-day underwater training and testing capability demonstration with seven core technical capabilities: support four NASA participants simultaneously for a minimum of five continuous days at a minimum depth of 12 meters in a subsea saturation habitat; provide umbilical-based helmet diving operations; deliver real-time, bi-directional audio and video streaming between control center and divers; operate a shore- or vessel-based facility control center for NASA personnel monitoring; collect and integrate human research, performance, health, medical, vehicle, and environmental data while maintaining federal data protection compliance; provide standardized interfaces to accommodate NASA-provided payloads and software; and establish real-time connectivity with NASA Johnson Space Center with adjustable communications latency emulation for Earth-to-Moon or Earth-to-Mars delays.
The base period includes two primary tasks: Planning & Facility Readiness and Training & Facility Demonstration Mission. Two options follow: Option 1 requires a minimum five-day mission with eight NASA personnel and rescue diver certification; Option 2 requires a minimum ten-day mission with ten NASA personnel, Institutional Review Board approval, and advanced operational training. The contractor must maintain compliance with state and federal safety and environmental regulations and accommodate flexible scheduling for NASA crew constraints.
